In fact it is a major upgrade.
generally speaking, upgrading from 1.x.* to 1.y.* is.
specifically, the most significant change in this release is the multiple sites support.
while most users does not need this feature directly, its a significant upgrade of the infrastructure that will enable wpmu support and was also required before the implementation of historical data archiving – which will benefit all users. (it will improve performance and reduce database size).
there is also a new session mechanism built-in that greatly improve the security of FireStats.

As I was running the 1.2* betas I didn’t see it as a major upgrade in the same way as I would an emergency release to fix a big security hole.

ah, in that sense you are right.
there have been a few updates, but nothing serious.
I consider this major because this is the first stable 1.2 release. (and hopefully the last! :)
    (most users stayed with 1.1.*-stable)

It’s a great bit of software, though I only wish there were more options for the Geo IP databases, such as Maxmind etc., (for those of us who pay for licenses)

    Thanks.
in fact, someone just opened an enhancement request for maxmind support a few days ago (http://firestats.cc/ticket/324).
there are things much higher on the priority level though.
